Firstly, of course Unscrew the cap from the glass dropper bottle.The bottle with many different neck size,such as 20mm, 24mm,so does the dropper.Press the rubber bulb between your fingers to dispense any liquid already in the tube. Screw the cap back on and shake the bottle if necessary for the type of liquid you are dispensing.Second,Unscrew the cap again and squeeze the bulb while the tube is inside the bottle. This will draw the liquid up into the dropper glass tube. You may need to tilt the bottle if the liquid level is low. If using a measured amount, manipulate the bulb to get the liquid to the measurement mark indicated for your use. To release liquid from the dropper, press the bulb while the tube is not within the liquid.
